After I switched from Fido to Fizz, a month later I received a bill from Fido for the last month with a fine, although my Fido SIM card is disabled.

Looks like you were on postpaid contract with Fido. As in these case, Fido will bill you for services rendered and for cancelling early. You can refer to the original Fido contract if you believe there was an error.
With prepaid mobile services, like Fizz, this will never happen.

It is a problem to check with Fido. If they transfer your phone number they are supposed to close the account. Check in your contract with Fido and contact their support to see if you have to pay this bill.3
