With Quebec plan, can I receive texts and calls from the rest of Canada and USA ?

I live in Montreal and I want to subscribe to the Quebec plan. I don't intend to text and call to places outside Quebec.
Can I still receive texts and calls from the rest of Canada or the USA and will there be any charges ? What do they see if their texts and calls do not go through ?)

You can receive text from the World, but you can only send to Quebec. You won't be able to call or text outside of Quebec unless you have funds in your wallet.

As long as you're in Quebec, you will be able to receive calls and text from anyone.

You need to have Data plan to receive/send MMS (i.e. texts with attachment)

In Quebec you will be able to receive calls and text from anyone, Ottawa area should work too.
