Does upgrades expire?

If I get the 250mb upgrade, will it last forever?

No they do not, they expire after 2 years from getting them.

It will expire in 2 years. I contacted them through messenger and some forums in here confirmed this as well.

Fizz is confusing about it. We will know for sure if we stay for at least 2 years with the company. Fizz says upgrades permanently apply to  your plan  and then says it will expire after 2 years from the day you receive it whether you claim (use) it or not. How can something that is permanent expires? Does that mean if you don't claim it within 2 years after it is given to you it will expire? That would make sense to me but again only time will tell.
