Number of seconds activation for voicemail

I cannot activate number of seconds before voicemail starts. Still get "SERVER UNAVAILABLE"
The combination was confirmed correct by technical support is *61*+xxxxxxxxxxxx*11*#10# (xxxxxxxxxx- your mobile number)

    Type the code in your phone dialer application.

    1) Open the phone app;

    2) Type the code **61*+15146470999*11*here_the_number_of_seconds#;

    3) Press the button to dial the number;

    4) The system will confirm if it's correct.

    P.S. The number of seconds must be a multiple of 5 between 5 and 30 seconds.
