i wanted a 17 dollar plan but to my dismay i cannot use the phone to call.what a cell phone company that does not let me use the phone.

    a plan of 17$? do you mean the plan with 2GB data, no minute and no sms?
    If you so, you won't be able to make calls, nor sending sms, because these features are not activated!
    The quickest way to make a call is either to add money in your wallet or buy an adds-on.

    If you change your plan, il will be active from your next billing cycle, not the current one!

    Which plan did you choose and when did you activate it? In addition to the already mentioned possibilities, it can take several hours for the phone to be fully activate.
