If it's more than 1 cycle then you should contact Fizz.
The most efficient way to contact Fizz is chat.
In order to do so just open a help page ( example https://fizz.ca/en/faq/im-unable-log-my-fizz-account-what-do-i-do ) during business hours : Monday to Friday from 8 a.m. to 9 p.m. (EST), weekends and holidays from 10 a.m. to 6 p.m. (EST).6 -
You should contact Fizz, normally you could apply during the next billing cycle.7

This is a well known issue and you are not alone on this. I'm surprised you waited 2-3 billing cycles before trying to contact Fizz ! I would do it withing 48 hours o.O

Some very generous people are giving away their extra data regularly. Once everything is fixed on your side, perhaps you could participate too

Depends of your level on My Rewards Program. I'm on level 4 and I have 4 bonuses, only 2 active and 2 in pending. Ahother one will be unlocked soon for me at level 5, so I'll have 5 bonuses, 3 active and 2 in pending.1

I believe OP is level 1 in rewards but that does not matter.
EVERYONE who signs up for mobile service receives the 250mb automatically.
OP is experiencing a bug that only Fizz can debug.

It is a display bug. For me, it was showing pending for the upgrade.
In addition, if you do not have a data plan, you won't be able to see the usage. This is a known issue (bug), too.2
