If I switch my Quebec only to Canada wide plan will it charge me roaming/long distance if I make local calls in toronto or use data?

No extra charges. Canada wide plan means from anywhere to anywhere in Canada.

If you done the change before the end of billng cycle, it will apply only on your next billing cycle. After that, no extra charges.

If you change to Canada-wide plan, you will be able to use your plan anywhere in Canada without incurring extra charges.

Note that FIZZ has their own towers only in Quebec and Greater Ottawa area. To use DATA outside of these areas, just be sure you turn Roaming ON in your settings.
