I added Canada under the international call. It didn't work. I can only make out calls to Quebec numbers.

You should be able to call Canadian phone number with International calls.

If it does not work then you must contact Fizz. You can "chat" with Fizz by opening a help page (exemple https://fizz.ca/en/faq/im-unable-log-my-fizz-account-what-do-i-do ).
You'll see a bubble chat at the bottom right corner in the next 15 seconds .

What may work out better is instead to select the Canada wide plan. I call all over Canada with that and no problems whatsoever.
