Can't send or receive texts to SOME contacts after returning from US?

I returned from the US (Florida) 2 days ago. While I was there I had no problems using my US & Canada plan for both text and data. Upon return I have been having major issues with texting where SOME, but not all, of my contacts cannot send or receive texts from me. They are from multiple carriers including Rogers and Bell. Some of my contacts have had no issues at all and are able to text and receive texts from me with no issues. I have tried rebooting my phone a number of times to no avail. Dialing *#*#4636#*#* to check my SMSC results in a message saying my "current plan does not allow us to connect this call. Please sign into your account to adjust it". I can still make calls like normal. Any advice?
