I live in the covered area, not in the subscription area though. That means even if my cell phone will works great in my city I can't subscribe to Fizz?

You should be in the subscription area to subscribe yourself.

Find a friend or use your company address, where is in subscription. You can use it just fine if you're close to Quebec or Ottawa. 3 months roaming rule apply so you only do it when you work or you go to Ottawa & Qubec in daily basis.

If you trick your adresse don't forget it is against Fizz's policy to use roaming more than 50% of the time , or for more than 3 month .
