Home coverage area is Quebec and greater Ottawa area.

Like others said , FIZZ is only available in Quebec and eastern Ontario.

You're not reading the coverage map correctly. When you are in NB you are roaming, not on Fizz's network. That's why they won't send you the sim card. They can't service customers who would be roaming all the time.

Coverage means Fizz users can use their phone in that area. But NB is not in a subscription area.
