Is there a mechanism to notify Fizz that you're having trouble sending SMS?

You can contact Fizz via chat by opening one of the help page and here is one https://fizz.ca/en/faq/im-unable-log-my-fizz-account-what-do-i-do
Wait for 15 seconds and a bubble chat will appear the right bottom corner of the page

Go to https://fizz.ca/en/faq/resolving-issues, wait 10 seconds, click green bubble on bottom right, and start chat

Fizz has an ongoing (for months) known issue about receiving short code sms. Sending regular sms should work fine but I don't know about sending short code sms (if that's your trying to do).
