Add on (zone 1) international call not working

I added an add-on to call the US, however when trying to call I am getting that 'your current plan doesn't allow us to connect your call'.
I was assuming that the add-on is effective immediately ? I am not sure what my plan has to do with this.
And is there away to cancel the add-on (given that it is not working)?

The add-on should be immediate. You should contact customer support to resolve your issue.2

I heard only data works for add-on outside in USA. So if your addon is not for USA, you can only have data working, and sms working. No phone call.

You will not be able to make calls while roaming outside Canada and the US. Roaming calls will be available in 2019.
In the meantime, when you travel outside Canada and the US you will be able to use data, and send/receive texts. To make and receive calls you can use messaging apps such as WhatsApp or Messenger.1 -

I am not sure how to contact the customer service. There is supposed to be a chat bubble which I couldn’t find. There doesn’t seem to be a clearway to contact customer service1
