I selected unlimited Quebec and I live in Ottawa. So I can't phone anyone. I changed my plan to Canada but it will take a month to update. Is there a way to remove unlimited minutes and just pay per usage?

Yes, you just have to change your plan and check NO in minutes. But it will also take a month to take effective.
.
You can add money in "Wallet". As soon as you add money to your wallet you can use it right away.3 -
However there is a known bug with Fizz system regarding Wallet feature.
When you're in roaming even in your coverage are, Fizz would debit money from your wallet by mistake.
.
Also history usage in Wallet is not 100% accurate yet.3 -
In the meantime you could also buy Add on 3$ for 60 minutes. This add on is valid for 2 billing cycles. That means it will be zero out even you don't use them after the 2nd cycle.
You can use Add on as soon as you buy it.
.
I'm not 100% sure that Add On would help you since it will be applied to your current Coverage which is Quebec.3
