the carrier is Fizz, I can message and call. but when I shut off wifi, the 3G can not work, it give a notice "could not activate cellular data network", anyone can help, thanks.

You need to update to 12.1 while on wifi and accept the new carrier settings before data will work.

Fizz APN settings are:
APN: mobile.bm
MMSC: http://mms.mobile.bm
MMS proxy: mmsproxy.mobile.bm
MMS port: 80
APN type: default,mms,supl
Other fields should be filled by default; if empty, they are not mandatory.

On an old iOS version, you can get data working using this profile (visit from you phone and follow on screen instructions).
