"Message not sent. Phone number formatted incorrectly."?

I get the above message when I try to send a text as of this morning. Also, I can't place phone calls. Anyone else?
I tried rebooting the phone and popping the SIM out and in but nothing so far...

Is today your billing date? Did the payment go through? Re-send network settings3
