I understand the concept of roaming when making phone calls outside of the selected coverage area
Does the same limitations apply to texting or using data while in another province with coverage only in “quebec”? Or is it strictly calling?

Data and texting from outside Quebec are also roaming and cost extra if you're on the Quebec plan.

Other service such as data will stop working as well when you outside of Quebec. Only exception is Ottawa. QC only plans have data running fine in area close to Gatineau.

Allison and Rose are correct. Depending on how often you travel and how often you call outside of Quebec, you may want to switch to the canada wide plan before the prices go up.
