This is to be done from the Phone level.
The procededure varies depending on your phone.

You can gift from one sim to other sim. I don't think there is web gui which can let you do it (yet).

Do you mean that you want to "Gift" data from one phone to another, that you want to transfer your data plan from one sim to another, or that you want to transfer the personal data held in the sim card to another sim?
