I think you can buy add on to use in Israel.
Here is what you can try to see :
https://zone.fizz.ca/dce/customer-ui-prod/#/account/plan
Click on Manage Plan ( right side )
Click on Travel
Enter the country you want to visit
Double click on the coutry name that is showned below
Then you can choose between Add on or Pay as you go ( click on ? to see the definition )
It then will show you the rate
