Calls from INCOMING Canadian and International phone numbers

If I choose the unlimited voice calling plan but for Quebec coverage only, will INCOMING CALLS from Canadian and International phone numbers be ALWAYS FREE OF CHARGE, as is typically the case with other providers?

Hi, only calls in your COVERAGE area will be free of charge with unlimited calling. Calls outside of your coverage area (incoming and outgoing) will be charged additionally and will only be available if you add funds to your wallet.

I believe incoming calls are free regardless of your area of coverage, just outgoing are based on your plan. If you want to make calls outside or your area you can buy an add-on or just load money to your wallet and it will be deducted from there.12

It seems we have conflicting answers. It would be nice if someone from customer service could resolve this question.
Let me clarify my question. Suppose I choose the unlimited voice calling plan, and I also choose the "Quebec" coverage area. If someone from say England calls me (obviously from a British telephone number), and I am located in Montreal, Quebec (and I DO NOT have international minutes purchased for Britain), then will I have to pay extra for that INCOMING call, (assuming I DO have money in my wallet account), or is that call free? I ask because most providers, DO NOT charge for INCOMING calls on unlimited voice calling plans, regardless of geographic coverage, as Sebastian stated. By the way thanks for the responses, I appreciate it.12 -
As long as you are in the coverage area you are paying for, that incoming call counts against your unlimited calling. If you are outside of your calling area, then you need funds in your wallet and the call won't be free.
In your example, you are in your coverage area and have the right plan so you won't incur new charges.
