My phone won't make outgoing phone calls ?

I signed up yesterday but didn't add on Canada as I thought it was included if you were in Ottawa. Right now everything is working except outgoing calls anywhere except Quebec. I went in to my account and added Canada but it won't take effect until next billing cycle which is 29 days. How can I get someone to make the change immediately. I wrote yesterday evening and requested contact but no luck and same this morning. Really poor customer service !

I believe if you add money to your account it will work and take the balance as pre-paid for every call you make until the add on kicks in on the billing cycle update
