Can I use Google Hangouts to make calls through Fizz data only plan?

Hi,
I have done that with other companies' data plans successfully. But when I tried to use Hangouts with Fizz. There was a voice message telling me that it was not possible. Have you had the same experience? Or, would you let me know the correct way?

Google Hangouts use data. There should be no issue in doing this. If you used with Wi-Fi (while Fizz SIM in still in the phone), does it still not work, or does it work? Try it that way first.
