Not before Fizz provide the official date in April. After that date, yes1

You can change your plan as many times as you like and keep the introduction prices. After the beta the regular prices will apply.1

You got the right answer from @alex_l and @sebastien, however, I would like to add that you are allow to change the plan till 48hr before the end of your payment cycle6
