You can change when you want, but the change will only apply on your next billing cycle. However, I would do it right away, when you are thinking about it, instead of waiting towards the end of your billing cycle just to avoid risking forgetting about doing the change.

Never though of doing that but I just tried your example with my Hotmail address and I got a Sending Failed error message.

I probably won't reach 40 txt per month but I took the unlimited plan for the peace of mind and not having to deal with putting money in my wallet.
