Offer on website for 25 gigs for $25. Dosen't say to only new members.
Want to change to that plan, but there is no option to select it. I can only start a brand new account plan with it.

In your account, select Plan, Manage my plan, Change my plan.
Then you can choose whatever's features you like to change and see the current price.

Not sure if this is relevant, but this offer is not currently available in Quebec.

Does anyone know which province tends to have the best plans?

Check them all but Manitoba is usually good.

Manitoba doesn't get have 5G service available while the other available provinces do. It looks like the best deals are currently in Ontario, Alberta and BC.

Quebec prices are a bit more for what you get for most configurations, although better than other provinces at the very low end of usage (eg pay per use or using add ons for calls and texting rather than unlimited). You can also subscribe to Internet and TV in Quebec.

Make sure your settings on the homepage are set to your home province. Different provinces have different plans so a plan you see might not be available in your specific province.
