Yes, you can change it as often as you like before the freeze period starts. See the following FAQ about how do i change my mobile plan:

During the freeze period (3 days before the end of your payment cycle), only one change request is allowed, as long as none has already been made in your cycle. Before this period, you can request plan changes as often as you like.

Before the freeze period (3 days before your next cycle), Fizz allows you to change your plan for the next cycle as many times as you want.

You can do it whenever you'd like, but I remember that I couldn't change it a few days before my plan is set to take effect, it would give me an error message.

There is no longer a freeze period for mobile services. The freeze period only applies to internet and television.

Oh really? That's interesting, but you still can't change it literally the day before it's supposed to take effect, right?
