People keep posting the same incorrect information. The wallet is available on both Ontario and Québec.
As to why it is limited like that, I don't know. Maybe because Fizz had always served a small portion of Ontario (the Ottawa area) even before they expanded into all the Freedom Mobile coverage areas.
I agree with @Jimmickey that the situation is not ideal. I keep a dollar in my wallet just to make all those darn SMSs stop that Fizz keeps sending for incoming(!) calls, telling me to "buy a voice plan to complete the call".
