There doesn't appear to be an option to receive voice calls directly with Fizz while in Costa Rica. The only option for that would be a third party VoIP provider that you forward your calls to and that you would connect to over the Fizz data travel-addon to receive your calls.

The link you attached doesn't show a calls add-on. But the one I linked in my previous comment does, when you scroll down and input the destination.

Yes, that is correct and receiving texts is free of charge.

You can also buy travel addons for data as well as outgoing text message if you'd like. Just not for voice service.

for receiving voice calls, in the past we have forwarded my fizz tel. no. to my partner’s phone which does have international coverage, and that worked for us. Of course this needs to be done before leaving home.

Yes, that will work as well as long as your partner's phone number is from Canada and has an area code matching your plan's coverage area. Make sure to set that call forward before leaving Canada.
