It is available for existing customers as well, but only if you activate a new plan on a new number. You can't get it on an existing plan.

They ran in twice earlier this year giving the discount for 6 months. It is only the latest iteration that saw the promotion cut down to 3 months. Documentation just hasn't been updated (yet).
