Question about minutes

So I created a plan with no minutes in it but I bought a 60Min add on plan
I tried configuring Youmail as a backup Voicemail incase Livevoicemail fails but when Youmail tries to call *91 Fizz says I cannot dial that number in my plan

Is it normal?

    YouMail requires Conditional Call Forwarding (CCF) to work as a backup voicemail. Since the automatic setup using 91 (or a similar code) is blocked by Fizz, you must set it up manually using carrier-specific MMI codes (Man-Machine Interface).
    The MMI codes for setting up conditional call forwarding on most GSM carriers are:
    Forward if Unanswered: *61
    YourYouMailNumber#
    Forward if Busy: 67YourYouMailNumber#
    Forward if Unreachable: 62YourYouMailNumber#
    Deactivate all: ##002# (to clear any previous settings)

    There are two possible causes.
    1. The Wikipedia article about YouMail says it is available only in the US or the UK. Check what the area code the number is from YouMail is asking you to forward to. If the area code is not in Canada, we won't be able to combine YouMail with Fizz as Fizz will allow call forwards to Canadian numbers only.
    2. @Fizz_Code_FRERG misquoted the activation codes above, or more precisely, neglected to consider that the Fizz Forum requires certain characters like the asterisk to be escaped. The correct activation codes are:
    *61*+1AAAXXXYYYY*11*30# (Forward when call not answered after 30 seconds, valid delays are 5 to 30 seconds)
    *62*+1AAAXXXYYYY*11# (Forward when phone is off or out of range)
    *67*+1AAAXXXYYYY*11# (Forward when your line is busy)
    AAA is the area code, XXX and YYYY is the local part of the destination phone number.

    Also note, unless you are on a Canada+US plan, you would require an International Calling addon or wallet money to call any numbers in the US.
