Can't gift data

It's been 2 days of trying to gift data and it keeps telling me "There's been an error. Please try again later. " what is wrong?

    Hello,

    1. Only data from your monthly plan can be gifted. Rolled-over data, bonus data and data Perks can not be gifted.
    2. The person that you are trying to gift data should not have the Incognito status in privacy settings.
