I don't think so. You will have to purchase a travel add-on according to the FAQ I quoted below. Check your perks though because I recently got 1 GB of travel data from Fizz.

Here's what I found (https://fizz.ca/en/coverage#map). I bolded the part that is most relevant:

"If I choose a provincial plan, what does that entail?
Let's take this mobile plan as an example to illustrate different scenarios:

Coverage: Provincial (so, let’s say Ontario)
    Data: 5 GB
    Texts: Unlimited
    Minutes: Unlimited

First off, incoming text messages will always work/come in, no matter where you are and no matter where the sender is. So, your aunt in India can text you anytime. Outgoing texts (the texts you make) will go through as long as you’re in Canada.

If you are within your provincial coverage, in this example Ontario, all your outgoing calls (the calls that you make) must be made within Ontario. You can receive calls from anywhere. In other words, your cousin in the United States can call you, but you can’t call him. Your mobile data can only be used when you are within your coverage area, therefore when you’re in Ontario with this example.

If you're outside your chosen provincial coverage area (e.g. you've made your way to Vancouver, BC), you will not be able to make or receive calls and use your plan's mobile data (you'll need a Travel Add-on)."

When Fizz first started its services few years back, the Quebec includes Ottawa. If that’s the case even now, then you maybe covered under Quebec coverage. Maybe you can try calling someone in Ottawa (preferably with an Ottawa area code)and see if the call goes within your plan.

It'll likely depend on how far in you go. close to the border you can pick up the towers in quebec

Yes, the Quebec plan covers the Ottawa region too.

My plan is Quebec only but I was able to use my phone in Ottawa (data/sms/calling). I was able to call Quebec numbers only, no Ottawa numbers. There are zero roaming charges.

I was completely covered, I have the Quebec coverage only, but calls/text/and data all worked with no issue, no overage fees, etc.
