It used to be by area, not country. I'm not sure if that is still the case since it's not clear from the website, however, I recently painfully learned that if you have a balance in your wallet Fizz will automatically charge that for roaming data, even though its in exectly in contrast to what's written online
("No roaming charges, no superise charges")
So theoretically you could just use the wallet instead of purchasing an add-on or mix both1 -

You need 2 add-on. Each one will cost you for 1 Gb 4$, 2 Gb 6$,5 Gb 13$ and 20 Gb 25$. With Fizz you don't have voicemail and international call in those countries. Data$ and sms$ will work.1 -

Not necessarily. A few weeks back, a data travel addon I had for The Netherlands also worked in Germany. If the addon prices are indeed the same in France and Italy, there is a good chance that an addon for one of these countries will also work in the other. Try before buy is my advice.
You may need to use manual network selection in either of these countries to find the guest network in each country that works best. I've had the experience that automatic network selection would sometimes put me on a network where I only got 2G Edge data service. Only with manual network selection, I was able to get 4G/LTE speed.
