I know several people on other providers and receive several unwanted calls. It's everywhere! They change the number all the time. Some phones have an option for this.

You can download apps that show most callers' identity before you pick up. If it's a crowed based app it'll be pretty accurate and might even allow auto screening.

You can block numbers via your phone directly.
Usually I just don't answer if I don't recognize the number, unless I am expecting a call.
