Can I use a 3G UMTS phone that operates on the 2100 band for text only in ONTARIO with FIZZ mobile without any data and any voice?

Your phone is unlikely to fall into the compatible phones under your specifications.
However, the only way to know for sure is to put a Fizz SIM into your phone to try.
Fizz SIMs are currently $5 instead of the usual $15.
Set up a minimal plan that you're happy with and try it out.
Fizz considers you within a trial period if you cancel within 15 days.

I agree with @jvh_NVPF2 the only way to know for sure is to try it.
Typically Fizz uses other provider towers when not using their own.
