What do you mean with data bank?
If you have 4 plans (therefore 4 SIM) and on each you have a data plan, yes you can transfer data between the phones.
For example, you have 3 phones with a (Fizz) data plan of 1Gb, and one with 40Gb you can transfer the data using the phone number of the other phone as receiver

Yes, it is possible if you transfer data between them not as a total to use from a bulk.

I mean depends what you mean by that. If they all plans with Fizz then just share data to the plan that needs it. I guess another way is you can turn on mobile hotspot and share data that way.
