I think you mean creating a wifi hotspot so that someone can connect and use your phones wifi?
Settings > Cellular > Personal Hotspot or Settings > Personal Hotspot
The other person can then connect to this hotspot and have access to the internet through your data

Yes, you can create a hotspot with your phone, but this is not depending on the mobile company.
