I think I kinda figured out how to find people to gift to, but man it's convoluted if you are not on Facebook. Likely next time I try I will have to jump through hoops again.

I am not on Facebook and can't see another way to gift data. I don't use a lot of my data so it just gets rolled over, and once it's rolled over I can no longer gift it. Anybody know how I can do this ?

You can not gift rollover data, only the data on your current billing cycle.
To gift data you have to follow these's steps:
- Go to My Plans in your Fizz account.
- Scroll to the plan (if you have more than one in your account) that you want to gift from.
- Click Gift.
- On the next screen, choose Start gifting.
- Choose a contact or search for a new Fizz member who you want to gift to. This will open the gifting tool. *
- Select the amount of data you wish to gift and click Next.
- Customize a message to the recipient and click Send.

You go on your Fizz account > My Benefizz > Gift data

Thanks for the info OlivierRobert and SweetFizz, but my problem is that those steps take me to Facebook where I can't do anything.

It's definitely a few steps too many.
They should rethink the procedure and make it quicker.
