Fizz does not restrict tethering, so while you are in Canada you can use your phone as a personal hotspot without charge.
There have been some reports however of Fizz customers being unable to tether in some parts of the USA. This inability to tether is likely a restriction set by the roaming partner of Fizz in the USA.
This may also be the case in other countries.

Of course you can do it. For the computer it must be wifi.
