Hi Yukkel,
It could be a system message telling the caller that your voice mail has not been activated, which is what usually gets played when a mobile phone does not have voice mail activated.
As for why it is not in English, I don’t know. I am also in Winnipeg. Any and all of my system messages with various carriers over the decades have always been in English only. As Fizz.ca is owned by Quebecor, their default language may well be French.
For the 1.00 a month, like @BeakBird mentioned, you could change the greeting.

I don't know. You should probably contact support. But yea, like what Elena said, it's probably just a message saying you're not available.

My guess is voicemail inherits your preferences when you first sign up for voicemail.
Then when you cancel it, it resets it and the default is French as Fizz started out in QC so it's now reverted to French for the "this user is unavailable" message.

I guess you are getting the default system message, which is in french.
If it really bothers you maybe you should pay the extra $1 for voicemail and customize the greeting.
