Why can't I gift a friend data if he doesn't have a data plan?

I always try to gift him data but get denied. Those who don't have data are Those show need it the most

    If they need data they should have a data plan

    If this will be possible, everyone with multiple account they will take a biggest data plan and share it, if you check the price

    0G =0$ difference

    1G=8$

    40G=21$

    He need minimum 1gb data plan. It's around $30 from fizz
