Why my payment method was declined
Actually, I knew that it must be master card or visa card, and foreign card is not available. Thus, I register rbc credit card in Montreal, make sure it is activated and my address is exactly match it on my card. But it still doesn't work. Hope someone could help me fix it.

As the message says, make sure your billing address matches exactly the same on your credit card.

I have been to bank to find out whether my biling address is correct and thing is, what I filled is right it stlll poped up and declined my payment method.

Did you ask the bank on why the payment request was denied ? They can see any attempted transactions (passed and failed) and they can give you the exact reason they did not authorize it. Could be some really minor address mismatch like (rue xxx, vs xxx street) or something ridiculous.
I had issues with one of my CC with amazon, and I called my CC company to get the details and they went through all the logs, and explained to me what was triggering the declined authorization.
