What is the most cost efficient way of call a single number in the US frequently?
I am calling a single number in the US two or three times a month for 60 minutes each call. I am currently buying add-ons of $6 for 60 minutes. Is there a less costly method (or monthly add-on) to be allowed to call a single number in the US frequently for between 100 and 200 minutes per month?

You should be able to purchase the 300 calling minutes Add-On for $10. See: https://fizz.ca/en/add-ons
Since you/your mom call two or three times a month for 60 minutes each call, this can work out perfectly at $2 for each 60 minutes call.

"How long does it take to activate an Add-On? How long does it last?
Add-Ons are active immediately. They’re valid until the end of your next payment cycle.
In other words, if there are 10 days left on your current payment cycle, your Add-On will be valid for approximately 40 days."

Thank you, but my mother is 95 years old and can only use her LAN line. Does Fizz have any pan to call a single number in the US for less than $6 per 60 minutes?
