Has your line been recently activated?
Otherwise have you tried these options presented in https://fizz.ca/en/faq/i-cant-receive-any-calls-on-my-phone ?
- Restart your phone
- Airplane mode or offline mode
- Is call forwarding activated?
- Is call blocking activated?
- Is the "Do not disturb" option active?
- Test using a different mobile phone
Also:
- make sure no app is blocking calls like a game for instance
- removing-replacing the SIM card could maybe break the jinx. You'd probably need to setup APN again tho. Here's how to quickly do it: https://fizz.ca/en/faq/what-are-fizz-network-settings-apn
Ultimately, chatting with Fizz could bring up some more options.

Try to set your phone mobile network mode to "GSM/WCDMA/LTE" instead of "GSM/WCDMA/LTE/5G" and then restart the phone.
It seemed to have solved it in the case of https://forum.fizz.ca/fr/discussion/comment/6566010 and https://forum.fizz.ca/fr/discussion/2620727/appels-entrant-non-fonctionnel
