Unfortunately you can gift Data Perks only to members who are already on your contact list.
For now, Fizz has disabled the account feature to add contacts. Hopefully the issue will be fixed soon and the feature reactivated. You can check back regularly before your Data Perks expire. Thanks again for your generosity!14
