Real cost per month for mobile plan?

Hi, when I contacted my actual cellphone provider to change my cellephone, they told me that the prices listed for plans were taking in consideration that you buy a newphone with them. Otherwise, you would pay extra 10$ per month if you came with your own phone.
My question is: If I buy myself a new phone and want to take the 3go (35$) mobile plan, is it the real cost or is there something I miss read?

The price listed is the real price, you need to add 911 fees (0.46$) and the taxes
