Signal is full but turn into emergency call only

I work in the hospital at Ottawa. After entering the building all connections are lost. With full bar of signal showing on phone but only able to do emergency calls. Are anyone expecting these problems?

    You should check with the hospital, it is probably them who are blocking access.

    Thanks guys. I'm talking to the fizz support group right now hopefully they can give me an answer since they responded that I should be able to use it in the building
