@Lyudmyla, as you have heard, members cannot participate in gifting if they don't have a data plan. However these members can have renewable mobile data each month from data Upgrades (and they can also have mobile data from Perks). Everyone has at least 250 MB when they open a new account. And if you reach a higher level, you can have 2 GB free every month.11
