Hi! I'm thinking about buying a Fizz plan, but I'd first like to know how many times I can change phone number, and if each number change costs something.

Fizz does not have such limit, therefore you can change your number multiple times if you pick a random number is free.
However, for sure fizz has a fair use policy for this service.12 -
