Child account is blocked after creation?

I just added an account for my daughter who is 12 years old and she has her own gmail account.
When we try to accept the invitation from their gmail inbox and activate the account using her own email, we get a message like the following:
Your account is blocked. Use the chat tool to contact a customer support representative and resolve the issue.
What we can do at this stage?
